To travel in your own vehicle in public in Karnataka, you must procure a permanent DL first.
The procedure for acquiring a DL through the online procedure is described below:
Login to the Transport Department of Karnataka.
Click on Vahan Over Web Identity.
Fill in all the necessary details.
Take a print out of the form.
Submit the form with the necessary documents to the nearest RTO.
The documents that need to be submitted are:
Form 20 of SMVR: Form 21 of SMVR which is the sale certificate. This form must be filled by the person who is planning on selling the vehicle
Form 22 of CMVR: This form is a self-declaration by the applicant agreeing to comply with the pollution and safety standards
Form 22 A of CMVR: This form is the same as Form 22. It needs to be filled in cases where the body of the vehicle has been fabricated
If the applicant has registered the vehicle temporarily, then they must produce the Registration Certificate as well.
If Trade Certificate has been issued by the dealer, then that must be provided by the dealer.
Insurance Certificate
Address Proof (Foreigners also must provide proof of their residence): If the vehicle has been imported from another country, then the Certificate of Clearance from the customs must be provided.
An agriculturist must produce Form 60 or Form 61.
For a tractor, the applicant must provide a Certificate Issued by the Tehsildar.
If the concerned vehicle is a trailer, then a document which states the Certificate of Design Approval must be issued by the State Transport Authority.
Proof for the Permit Proceedings.
Fees paid for the registration of the vehicle must be provided as well.
The vehicle that has to be registered must be produced before the registering authority for the inspection.
The registration fees must be paid at the RTO. The different types of charges that are levied while registering for the vehicle are:

For two-wheelers, the cost of the normal registration number is 6000 while the cost of a fancy registration number is 25000.
For four-wheelers, the cost of normal registration for a four-wheeler is 25000 and for a fancy registration, the cost if 75000.
For any other transport, the cost of acquiring a normal registration number is 30,000 and to get a fancy registration number they must pay 75000.
If the registration number that is required is below the 1000 mark series, then the owner has to apply by applying along with Form 21 and the necessary fees. The fees must be submitted as a Banker's cheque or DD should be addressed to the RTO/ARTO.
Fees paid for the registration of the vehicle The owner needs to visit the official website of Karnataka to buy the registration number of his/her choice.
The RTO authorities must verify the application along with the vehicle documents. The vehicle must comply with all the rules and regulations of the traffic. After applying, the registration certificate is issued to the individual through the post within a month of applying.
The validity of the registration is 15 years after the registration; the vehicle owner must renew the registration certificate every five years. The fitness certificate is valid for two years since the registration date and it must be renewed each year after that.
