Under the Motor Vehicle act of 1988, all the functional vehicles must be registered with the RTO of that particular state. There are 19 RTOs in Gujarat where an individual can register their vehicle. The documents which are required, and it depends on the state of vehicle registration.
The applicant can download Form 20 from the official website of the Transport Authority of Gujarat.
After filling up the necessary details, the application must be submitted to the Gujarat Transport Department.
The vehicle owner can get the vehicle inspected from the authorized dealer, and the owner must submit a document which states that the vehicle is in sound condition to the nearest RTO.
After the vehicle is inspected, the owner can visit the nearest RTO for the examination of the vehicle.
After verifying the documents submitted by the owner, a registration number is assigned to the vehicle.
The Smart RC Book is shipped to the owner through speed post to the address mentioned in the registration form.
Vehicle owners generally prefer to own a registration number of their own choice than getting a pre-assigned registration number. If the state RTO opens a new series of the registration number, they are assigned to the vehicle owners through auction. If the registration numbers aren't sold to anyone after the auction, then they are given to the applicants for a fee. The cost is 1000 for two-wheelers, and the price is 5000 for four wheelers.

The documents required for transferring vehicle ownership are:
Form 29 and Form 30 (an imprint of the chassis number must be attached with the form)
If the vehicle ownership is transferred through inheritance, then the authorities must submit Form 31
Form 32 needs to be submitted when the ownership of the vehicle is transferred due to public action

If the vehicle was purchased through loan or hypothecation agreement, then a NOC must be issued by the financier.
Original PUC and RC Book Certificate must also be submitted to the RTO
R.C. Book Certificate Duplicate Copy:
If a vehicle owner loses his/her RC Book, then a duplicate RC Book can be issued
The necessary documents are:
Form 26 (this form should include the imprint of the chassis)
A local police report along with a NOC from the financier

Vehicles which have been registered in a particular state but have been moved to a different state since the owner has relocated must be registered with the local RTO. The RTO of that specific state must examine such vehicles before the owner uses it in the new location.

This form is essential for registering a vehicle which has been purchased and registered in a different state
Form 27 (with an imprint of the chassis of the vehicle)

No-Objection Certificate from the financier
If the vehicle owner wishes to change the address and the ownership of the vehicle, then he/she must submit Form 29, Form 30 or Form 33
If a vehicle owner is planning to get a vehicle permanently to Gujarat, then he/she should make a declaration in Form FT within seven days
If the vehicle owner wants to make any alterations/modifications in the vehicle, then he/she will be required to give the following documents:

Examination and Issue of Fitness Certificate:
The RTO must inspect the vehicle before the certificate of fitness is issued. If a vehicle is new, then the owner is given a fitness certificate that is valid for two years. However, if the vehicle is old the validity of the certificate of fitness is valid for a year.

The documents required for the renewal of a certificate of fitness are:

The document which acts as a proof of clearance and states that the vehicle owner has paid all the dues linked with the violation of the Traffic Rules
Renewal of fitness certificate and fitness test of the vehicle must be completed
Non-transport vehicle (which has a seating capacity of greater than or equal to 8)- Periodic Inspection Certificate

A document that acts as clearance of all the existing dues linked with the violation of the Motor Vehicles Act
Renewal of fitness certificate (which costs 100 rupees) and a fitness test has to be completed

If any case against the individual is pending, then the owner must contest in the presence of DA
