Under the Motor Vehicles Act of 1988, any individual who wants to drive on the public roads must acquire a registration certificate. According to the Bihar transport authority, only the vehicle owner can register a vehicle. For registering a vehicle in the state, the vehicle owner must submit the necessary documents in the District Transport Office (DTO) within seven days of purchasing a new vehicle. The transport offices are open from 10:00 a.m. to 2:00 p.m.
Documents that must be submitted for RTO registration in Bihar
The documents that must be submitted to acquire a registration certificate from the Bihar transport authority are:
Form 20 of SMVR
Form 21 of SMVR which is the sale certificate. This form must be filled by the person who is planning on selling the vehicle
Form 22 of CMVR
This form is a self-declaration by the applicant agreeing to comply with the pollution and safety standards
Form 22 A of CMVR
This form is the same as Form 22. It needs to be filled in cases where the body of the vehicle has been fabricated
If the applicant has registered the vehicle temporarily, then they must produce the Registration Certificate as well.
If the dealer has issued trade Certificate, then that must be provided by the dealer.
Insurance Certificate
Address Proof (Foreigners also must provide proof of their residence)
If the vehicle has been imported from another country, then the Certificate of Clearance from the customs must be provided
An agriculturist must produce Form 60 or Form 61
For a tractor, the applicant must provide the Certificate Issued by the Tehsildar
If the concerned vehicle is a trailer, then a document which states the Certificate of Design Approval must be issued by the State Transport Authority
Proof for the Permit Proceedings
Fees paid for the registration of the vehicle must be provided as well
If the cost of the vehicle is more than four lakhs, then a copy of the PAN must be provided as well
Proof of address
Copy of Visa (if the vehicle owner is not an Indian Citizen)
Proof of Age
Proof of Citizenship

After the documents have been verified, the vehicle must be produced in front of the RTO officer for examination
If the vehicle examiners find the particulars of the vehicle satisfactory, then a registration number will be issued to the vehicle owner
The vehicle owner is given a receipt that can be used as a proof of the registration
The registration certificate is usually obtained within 30 working days
After the registration certificate is received, the registration number applicable is intimated to the state government by the central government and is assigned to the vehicle
This registration number must be displayed on the vehicle at all times on the number plate of the vehicle
The RTO registration of a vehicle is valid for 15 years from the registration. Post 15 years, the registration certificate must be renewed by the vehicle owner
